THE ARCHDIOCESAN FINANCE COUNCIL
The Archdiocesan Finance Council is a consultative body of the Christian faithful established to advise the Metropolitan of the American Archdiocese in matters pertaining to the financial affairs of the Archdiocese. The Council’s function is to assist the Metropolitan in the prudent planning and administering of all Archdiocesan financial matters and in the setting of financial policy and procedure to provide effective management and stewardship of not only Archdiocesan assets and temporal resources but of all Archdiocesan parishes, missions, institutions, and agencies.
The Archdiocesan Finance Council is responsible for the regular review of Archdiocesan financial records and books, for arranging and overseeing the annual forensic audit of Archdiocesan books by an outside certified public accountant; and for preparing the annual financial report to the Provincial Council as well as the parishes and faithful of the Archdiocese. The Archdiocesan Finance Council assists the Metropolitan and the Chief Operating Officer of the Archdiocese in the day-to-day administration of the Archdiocese and works with the Metropolitan Council to assuring the financial well-being of the Archdiocese.
Included among the responsibilities and competencies of the Archdiocesan Finance Council are the review and approval of all contracts from a financial and economic point of view; the approval of certain expenditures, including all those of Archdiocesan parishes and missions that exceed their authorized spending limits; The approval of all fundraising programs of the Archdiocese as well as their implementation and oversight; the approval of all fundraising programs and projects of all Archdiocesan parishes, missions, and institutions; and the coordination, implementation, and oversight of all forensic and other audits of all Archdiocesan parishes, missions, and institutions.
